Event organizers face potential liability suits from spectators, attendees, contractors, and customers. Even if a suit is unjustified, the cost of defense can be significant. The State/UWSP carries no premise medical, accident, medical payments or other related insurance coverages. Therefore confirming the tenant carries or secures proper insurance coverage prior to facility use is prudent.
Special event insurance helps provide liability protection for organizations and/or external parties that host activities on campus but are not covered under the University’s liability program (i.e. the State of WI Self-funded Liability Program) and/or do not have their own private insurance coverage. This special event insurance program, the Tenant User Liability Insurance Policy (TULIP), provides insurance protection for otherwise uninsured or underinsured events. Note - most student organization events are not covered by the State Liability Program.
A risk assessment (see below forms that can help with this) shall be conducted by the responsible UWSP building authority to help determine insurance requirements for the tenants not covered by the State Liability Program. UWSP Risk Management may be contacted for assessment assistance. If the risk assessment concludes insurance is necessary for the particular event one of the below shall be completed:

GENERAL TENANT that it is determined requires insurance. The tenant can provide their own private insurance. They then shall provide proof of insurance by presenting a certificate of insurance that adds the "Board of Regents of the University of Wisconsin System, its officers, employees, and agents" as an additional insured under their commercial general liability policy. Minimum insurance is a Commercial General Liability policy with a limit of $1,000,000 per occurrence/$2,000,000 aggregate to cover claims arising out of or during the use of the UWSP facility. Auto liability, worker's compensation, proof of health insurance, and umbrella policy may be necessary depending on risk presented. Contact Risk Management for review. Once obtained, review the certificate with UWSP Risk Management for adequacy.
Tenant must complete the appropriate Facility Use Agreement (Individual or Organization). See below template forms.
TENANT WITH CONCESSIONS. Meet all requirements of Facility Use Agreement (With External Concessions) along with any UWSP Food Safety & Liability Directives requirements. Submit required certificate of insurance.
Those tenants without appropriate insurance. UWSP Risk Management (x2053) shall be contacted to procure the necessary special event coverage (via the TULIP program). See right for resources or call x2053. Note - a similar insurance program is available for events held off campus but with association to campus (contact x2053).
