What is a Non-HR Manager?

In simple terms, a non-HR manager is someone who oversees people and handles tasks like hiring, reviews, and terminations, but they don't have formal training or a degree in human resources. This could be a leader in a non-profit or the CEO of a small company who takes on HR responsibilities without a dedicated HR department.
