UW-Stevens Point abides by state and federal law for all above and below-ground storage of oil and related materials. The law is in place to avoid any spillage into what is defined as navigable waters and is regulated under the Code of Federal Regulation (CFR) 40 Part 112, Oil Pollution Prevention.
A facility with the following criteria are subject to SPCC and must implement an SPCC plan:
- Have an aggregate aboveground capacity of oil storage greater than 1,320 gallons in containers 55-gallons or more in size; or
- Have an underground capacity of oil storage greater than 42,000 gallons; and
- There is a reasonable expectation of a discharge into a navigable waterway or adjoining shoreline.
Under the SPCC rule, “oil” is very widely defined and includes, but is not limited to, petroleum, fuel oil, oil refuse and sludge, animal fats, vegetable oils and other oils and greases, including synthetic and mineral oils.
UW-Stevens Point falls into this category with a number of above-ground storage areas across campus, including locations utilized by Facility Services and the campus Power Plant.
A Spill Control and Countermeasures Plan (SPCC) covers safety, fire prevention, and pollution prevention concerns. The Plan is also used as a reference for oil storage information and testing records, as a training tool to communicate hazards, and as a guide for practices that prevent and respond to accidental discharges.
Training
Training is also an annual requirement for any and all personnel that may handle oils, the storage, dispensing, and disposal processes, including those for vegetable oil.
