Pay Plan

The 2023 – 2025 biennial budget covers fiscal years 2023-24 (FY24) and 2024-25 (FY25).  Pay plan implementation is guided by UW System Administrative Policy 1278.  Per this policy, pay plan increases will be the fixed percentage outlined in the final state biennial budget and approved by the Joint Committee on Employee Relations (JCOER) for all eligible employee classifications

Pay plan administration and implementation is in accordance with the University of Wisconsin System (UWS) Administrative Policy 1278: Pay Plan Distribution Framework for University Workforce, UWS Performance Management, andUWS Compensation policies.

UWSP pay plan guidelines must be in compliance with the UW System Board of Regent and UW System Administrative policies.  The UWSP guidelines are superseded by finalized UW System guidelines for a particular biennium.  Current UWSP guidelines supersede previous guidelines.


2023 - 2025 Biennium Pay Plan Guidelines

FY2023-24
July 1, 2023 Pay Plan:

Pay plan will be calculated based on an individual’s April 1, 2023 base compensation rate. 

To be eligible for the July 1, 2023 pay plan, the following criteria must be met: 


Additional notes:
  • Faculty who receive a promotion will still be eligible for pay plan. 
  • Individuals who move within the University of Wisconsin System but were not actively employed by UWSP on or before October 1, 2022, regardless of role, will not be eligible.   
  • Instructional academic staff who did not have a break in service greater than one year will be eligible for pay plan. 
  • Individuals who are offered and accept a new appointment in conjunction with a formal layoff or non-renewal will still be eligible for pay plan. 
  • Skilled Trades (formerly Craftworkers) pay plan calculations, timing, and eligibility requirements will be aligned with the applicable/most recent collective bargaining agreement. 
  • Individuals in non-instructional interim or waivered positions (contracted for 12 months or less) will not be eligible. 
    • Pay​ plan will apply to an individual’s ongoing appointment if they are on leave from that role temporarily. 
  • ​Individuals who are University Staff Temporary Employees (USTEs), Graduate Assistants, Employees-in-Training, and Student Help will not be eligible.  


FY2024-25
June 30, 2024 Pay Plan:

Pay plan will be calculated based on an individual’s April 1, 2024 base compensation rate. 

To be eligible for the June 30, 2024 pay plan, the following criteria must be met: 


Additional notes: 

  • Faculty who receive a promotion will still be eligible for pay plan. 
  • Individuals who move within the University of Wisconsin System but were not actively employed by UWSP on or before June 30, 2024, regardless of role, will not be eligible.   
  • Instructional academic staff who did not have a break in service greater than one year will be eligible for pay plan.

  • Pay plan only applies to the ongoing appointment and does not affect overloads, summer service, or summer contracts. Those will be paid as contracted.​​
