The Intoxicated Driver Program (IDP) is designed to provide education or treatment to people convicted of operating a motor vehicle while intoxicated, with the intent of reducing re-offending. The IDP Assessor Conference is typically held in spring each year. It is an opportunity for IDP assessors to get updates from DHS on policy and legislative changes and increase knowledge and skills as it relates to IDP. Per Wis. Admin. Code ch. DHS 62, each assessor shall successfully complete a minimum of 6 hours of continuing education each year. The conference provides the required CEUs for assessors to satisfy this requirement each year. The Annual IDP Assessor Conference is sponsored by the Wisconsin Department of Health Services.

9-10:30 a.m. | High in Plain Sight

​Presenter: Jermaine Galloway, Tall Cop Says Stop

Biography:

Officer Galloway, a Texan, known nationally as the Tall Cop, has worked in substance abuse prevention and education for over 20 years. After playing Division I basketball and receiving his BA in Sociology from the University of San Francisco, he worked as a law enforcement officer for 18 years. His various assignments included: alcohol compliance and enforcement, CSI, DUI task force, officer mentoring, and a field training officer. In 2007, Jermaine started the company known as “Tall Cop Says Stop™”. The Tall Cop has conducted trainings in every US state and Canada, and currently devotes thousands of hours each year to training professionals and communities on drug and alcohol prevention, education, and enforcement. The Tall Cop is unique in that he spends hundreds of hours with “boots on the ground” highlighting drug culture in various communities. To date, the Tall Cop has trained more than 800,000 professional and community members. The Tall Cop has conducted more than 8,400 community scans, identifying the drug culture and climate. His program, “High in Plain Sight”, is a nationally recognized program, that provides training, education, and enforcement strategies for community substance abuse issues. Additionally, Jermaine Galloway has published articles, been referenced in books, and has been highlighted in many media interviews. The Tall Cop’s fast-paced and high-energy class provides attendees with an unparalleled learning experience! At the end of 2023, Galloway Started a podcast to provide education to everyone. The Tall Cop Says Stop Podcast can be found on both Spotify and Apple platforms. Most recently, at the beginning of 2024, Jermaine has been certified as an International Instructor by the International Association of Directors of Law Enforcement Standards and Training.

10:45-11:30 a.m. | Marijuana and Other Drug Trends in Wisconsin

Presenter: Kayla Neumann, Director of Forensic Toxicology, Wisconsin State Laboratory of Hygiene ​​

Biography: 

Kayla Neuman is the Director of Forensic Toxicology at the Wisconsin State Laboratory of Hygiene in Madison, WI. She received her Bachelor of Science degree in Chemistry (emphasis in Forensic Science) and Criminal Justice from Carroll University in 2010 and her Master of Science degree in Forensic Science from the University of Florida in 2014. She is certified as a Diplomate in Forensic Toxicology by the American Board of Forensic Toxicology and is a member of the Society of Forensic Toxicologists (SOFT). As a SOFT member she is involved in the Young Forensic Toxicologist's Committee and the Drugs and Driving Committee.

As Director, Kayla oversees the operation of Forensic Toxicology section. She reviews and validates analytical findings of other chemists and issues official laboratory reports for operating while intoxicated (OWI) cases as well as medical examiner cases. She provides interpretation of results to law enforcement, attorneys, subjects, and others. Kayla appears in court to testify to analytical findings and provide expert witness testimony on alcohol and drug pharmacology and human performance. To date she has testified in over 260 cases. She continuously gives presentations and provides training regarding drugs and alcohol to various audiences nationwide. ​

11:30 a.m.-12:15 p.m. | Traffic Safety Schools

​Presenter(s): Robin Rupp, Associate Dean, Gateway Technical College and Krissa Reeves, PTA, MEd​ , Associate Dean, Chippewa Valley Technical College 

​Biography:

Robin Rupp is serving as the Associate Dean of the School of Protective and Human Services at Gateway Technical College. She received her Bachelor of Science in Psychology and Sociology from the University of Wisconsin-Whitewater in 2002 and her Master of Arts in Counseling Psychology from Trinity International University in 2005. Her dedication to enhancing safety within communities is evident through her extensive experience of 15 years with the Traffic Safety Program.  Her commitment to the traffic safety program extends beyond her institution, as she chairs the Wisconsin Technical College System's Traffic Safety Coordinator’s Committee. ​​

Krissa Reeves is the Associate Dean of Allied Health at Chippewa Valley Technical College in Eau Claire, Wisconsin. She earned her Physical Therapist Assistant degree from Seminole State College of Florida, her Bachelor of Arts degree from the University of South Florida, and her Master of Education from Auburn University. Krissa became the Traffic Safety Coordinator at CVTC in 2022 and has worked to update the program's logistics by automating student registration and contact.

​Afternoon Plenary Sessions

1-2 p.m. | Policies and Procedures in IDP

​Presenter: Katie Behl, Intoxicated Driver Program Coordinator, DHS

Biography: Katie Behl is the Intoxicated Driver Program Coordinator within the Division of Care and Treatment Services at the Wisconsin Department of Health Services since September of 2020. Prior to that, she was the Treatment Court Coordinator for the OWI, Drug, and Family Treatment Court programs in Walworth County, WI for nearly a decade.  Katie has been a board member of Wisconsin Association of Treatment Court Professionals and is the former Chair and Vice Chair of the Walworth County Criminal Justice Coordinating Committee. Since 2019, she serves as faculty for the National Association of Drug Court Professionals working with treatment courts all over the country as well as contractual work with the Bureau of Justice Assistance.  In July of 2017, she co-founded and currently chairs, the Walworth County Drug and Alcohol Coalition focusing on raising awareness and transparency of substance use in her community.  She graduated from the University of Wisconsin, Whitewater with a degree in Sociology, Emphasis in Criminal Justice in 2012 and a Master’s Degree in Sociology from the University of Wisconsin, Milwaukee in 2018.

Presenter: Kristi Obmascher, Executive Program Development Manager, UW-Continuing Studies​

Biography: Kristi Obmascher is program director for behavioral health programming at UW-Madison Continuing Studies. She spent over 25 years raising awareness, providing education, supporting families, and conducting research related to fetal alcohol spectrum disorders (FASD). She currently directs the Intoxicated Driver Program-Approved Training for Wisconsin's IDP assessors, supervisors, and coordinators.​​
